Obsidian's improved weapon customisation features in New Vegas were apparently inspired by the features this introduced. This process was arguably started by the modder antistar, who created the Weapon Mod Kits mod for Fallout 3.
There was a very rudimentary system in Fallout 3, New Vegas built on it by letting you mix and match your weapons mods more, while Fallout 4 will have a full-on weapons workbench feature which pretty much lets you create exactly the kind of arsenal you want.
